Departmental budget ownership — 40 department heads, one CFO view

We have 40 department heads who each need to submit their own budget. I don't want them to see each other's numbers. I also want a CFO view that aggregates everything. How do I structure this in Fabric Plan?

For the submission workflow — do you have a way to signal when a department has finalised their budget? We use a status column in PowerTable to track 'Draft', 'Submitted', and 'Approved' per department.

Model each department as an entity in your semantic model with a Department dimension. Apply RLS using user identity so each head only sees their own department's rows. The CFO role bypasses RLS and sees the full model.

We have 35 cost centre owners with exactly this setup. Each owner submits their opex and capex budgets in their own Planning sheet view. The consolidation is automatic via the semantic model roll-up.
