What Fabric role do I need to use Plan? Licensing question

I have a Fabric trial capacity. My users have different licences — Power BI Pro, Fabric F64, and some free. Who can access and use Fabric Plan?

During preview, Fabric Plan runs on Fabric capacity (F SKUs). Users need to be assigned to the Fabric workspace and have appropriate workspace roles (Contributor for planners, Member for designers, Admin for owners). Fabric free licences can't access most Fabric experiences including Plan.

For the trial capacity: the plan experience is accessible during preview as part of the Microsoft Fabric SKU. Billing is not active during preview. Check the region availability doc — not all regions support Plan yet.

The Roles in Fabric Plan doc lists the specific permissions per role. Planners who just enter data need Contributor at minimum. Designers who build Planning sheets need Member. Check that doc before assigning roles.
